I have the honour to acknowledge the receipt
of Your Lordship's despatch No.91 dated 29th March on the
subject of the importation of French brandies into Hong Kong and in reply to forward two copies of the Immature Spirits
Regulations which came into force on 1st January, 1930.
The usual requirements of the Superintendent

of Imports and Exports under Regulation 2 are based on those
of the Ceylon Customs, of which a copy is forwarded herewith;
and nine months' notice was given to the importers in the
Colony before the Regulations came into force.

The Superintendent of Imports and Exports
however reports that in practice he has not insisted on the
certificate of the "Contributions Indirectes" Department
where other certificates produced have appeared satisfactory
to him, and that these have, since the Regulations came into
force, included certificates signed by Mayors of localities,
by local Customs authorities and in one case by the President
of a Chamber of Commerce.

I shall be glad if I may be informed if this
practice is in accordance with that of the Custans and
